Work permits for CIS citizens.


Work permits in Russia for the CIS citizens should be processed by the regional FMS Department on foreign national application. The application should be submitted personally of through the official representative.

Only upon the receipt of the work permit the foreign employee can be officially employed.  The notification on employment should be submitted by the company to the Federal Migration Service of Moscow and the local Employment Center within 3 working days. Company should also notify the Office of Taxation on conclusion of the labor contract with the foreign employee within 10 days.

Work permits for foreign nationals.


1. Before the 1st May each year the employer must apply for a quota for the following year (Declaration of foreign labour requirements) so that the applications of each company can be taken into account when forming regional and national quotas. In 2010 this rule did not apply to positions listed in the decree of the Ministry of Health and Social Development of Russia.

2. Not less than one month before applying to the FMS for permission to hire foreign labour, the employer must inform the local Employment Centre of any vacancies he plans to fill with foreign employees, so these vacancies may be entered in the data-base for Moscow.

3. One month after informing the Employment Centre of the vacancies, the employer submits a set of documents to the FMS of Russia, or the DFMS of Russia (Moscow branch) to obtain permission to hire foreign labour and work permits for Russia

4. Simultaneously the company registers with the DFMS of Russia (Moscow branch) in order to be able to receive invitations, including work invitations and also to be able to obtain multi-entry work visas.

5. After receiving permission to hire foreign labour, personal work permit Russia and working visas and having also concluded a work contract with the foreign employee (or an extension to an existing contract) the employer must notify the following organizations:


the Tax Office within ten days

the local Employment Centre within one month

the Moscow Employment Inspection Office within one month

State duties of 6000 rubles for permission to hire foreign nationals and of 2000 rubles for a personal work permit for Russia should be paid by the employer.
